European stocks flat in morning trade


Although the market isn't expecting President Mario Draghi to signal fresh measures at Thursday's policy meeting, evidence of persistently low inflation could encourage bets on more aggressive verbal intervention by the governing council, strategists at Citigroup wrote in a note. "We expect euro rates to remain under pressure and that should underscore the downside risks for the single currency," they said.
