Ms Merkel said that she had "no clarity" on who was guilty of shooting down the plane. "There are many, many indications that we are dealing with a shot down aircraft," Ms Merkel said during her annual summer news conference. "Whoever it was must be brought to justice.
Ms Merkel said Russia "must do its part to calm the situation. " She said she would continue dealing directly with Russian President Vladimir Putin. "I see no way around seeking talks with the Russian president," Ms Merkel said.
German Chancellor Angela Merkel on Friday said Malaysian Airlines Flight 17 appeared to have been shot down, as she called for an immediate cease-fire in the east Ukraine region of Donetsk to clear up the causes of the crash.
