Palmer ETS unconstitutional: report

Palmer United Party leader Clive Palmer's plan for a zero-price emissions trading scheme (ETS) has been hit by claims of unconstitutionality, The Australian Financial Review reports.

PUP is likely to help the government abolish the carbon tax this week, with the party then to support the government's Direct Action scheme until such time as Australia's major trading partners put a price on carbon.
